I live in a student house of 8 and we have 2Mb connection which is... sorry was great until this sneaky Bulgarian computer science guy moved in.
We were all happily downloadin at 100k gettin the occasional film etc but now we are lucky to get 5kb.
However the Bulgarian downstairs is downloadin 5 movies at a time and gettin them all within a couple of days...
We have come up with the conclusion he knows how to prioritse the bandwidth so he gets 90 - 95 % somehow ?!
Is this possible ?! No one else downloads as fast as him

hmmmm
if one computer is connected to internet, and the other computers are connected via that, you can set up a proxy server, that does bandwidth sharing, port blocking etc
find the ports his p2p software uses, and if none of yous, use them, turn them off when hes taking the piss
He can only really be doing this if your router or whatever machine you are connecting through offers quality of service routing or priority to his machine.
Why not just tell him to stop being cheeky?

Better still, unplug the internet, and plug it straight into your computer. Problem solved! 2MB broadband for you :)

It's probably simply because he is doing so much. As other downloads end the large number he has going at once will suck up available bandwith and take over priority. I suggest you all get together and each start download a number of huge files at the same time for a couple of days, say 1 season of smallville, enterprise, OZ, Deadwood, Lost and Carnivale each.
Leave it until for a weekend and then go knock on his door and explain the problem and offer that you each stay at 2 downloads each at one time.

Log in to your router and block his IP address.
