TBH I think that she probably walked off because you didn't say her breasts were nice - she probably thought you thought they were deformed or something.

Traditionally, I tend not to look at women's breasts until I've talked to them a few times. I prefer to look at their bottoms first anyway. What you did isn't disgusting. When I walk the dog, I'm always coming across women. The reason they talk to me is usually to say I've got a cute dog. But you've done nothing wrong.
