Moonrat. Feathers are all about the tickling. It's all about teasing.
But you can use other things to tickle and tease with. Fingertips, and finger nails, used ever so lightly, gently touching and grazing the skin, can be incredible. As can hair. I love it when a girl trails her hair on my chest, neck, back, buttocks, legs, etc. Mmm!
