After 911 one of the most pressing needs in America was to get people into the government who could speak Arabic and new, and better yet could operate, in that world. The US has the largest number of Iraqi exiles outside of Iraq, Deerborne and Detroit Michigan. The CIA and FBI recruited heavily in those communities. Many joined our special ops troops too. Before the war began, we had 40,000 special ops people in Iraq. The Brits, Australians and Pols had many there too.
But anyway, I wonder if the Iraqi war was also payback for their help against Al Qaeda. Also, I wonder if some of the information the US relied upon regarding Al Qaeda's possible connection to Saddam came from Iraqi exiled nationals?
