What about EZboard (http://www.ezboard.com) I think if you sign up (ie pay) for a supscription, then you get the ability to approve members. Not 100% sure though - you'll have to check.
There are free BBS's out there that you can put on your own webspace. And you should be able to set those as members only (and approve members). Use the search engines to find them, use the word "freeware" in the search.

Yeah Ez Board are free but you get pop-ups if you don't pay for a Gold licence or summit. You might wanna also try, www.ikonboard.com - I THINK they will set it up for you too.

Why don't you suggest they start a yahoo group? That has a message board and you can approve membership before hand.

My boyfriends band has one.

For interest:
Their website (http://www.noreasonwhy.co.uk)
Their yahoo group (http://uk.groups.yahoo.com/group/noreasonwhy)

What kinda music does your boyfriends band play?
