...define a 'sport'?

You've got synchronised swimming (which we at the site are all clearly great fans of) fencing, rhythmic gymnastics etc.

Is darts a sport? what about pool?

Are there guidelines?
Who decides what is considered a sport?

I think anything that doesn't have subjective scores (judges), is a sport.

If an athlete has a time, team has certain number of points, goals, etc..

a sport is an activity for pleasure, competition or exercise, which is widely accepted as a sport

Darts and snooker are classed as sports, as are things like clay shooting, rifle shooting.

As far as I know pool isn't classed as a sport but as a hobby. All sports will have a proper governing body that has a set of rules along with ways of making sure people adhere to these (e.g. referees, umpires etc)

However some hobbies have these aswell so it isn't quite as clear-cut as that
