yes, some are to quickly, one of my best mates is getting married when he's 21 and he's been seeing his g/friend for over 2 years and he's 18, but he is happier than I've ever seen anybody so that's fine. I just miss having a girlfriend, I guess I need something to rely on.

I think on the whole yes. At 15 you still have alot of maturing to do so getting engaged is mainly a bad idea[there are exeptions]. I think alot of people are insecure so getting engaged, is is the closest thing to marriage, so people feel secure with a ring on their finger. Only time will tell I guess.
