any ideas how to get the remains of a persil non bio capsule off a dvd? its been there awhile!
Wash it off? It shouldn't harm the dvd to be rinsed in water. Just don't scrub it. Then of course dry it with paper towel or something.

You wouldn't think it, but the vulnerable side of the DVD is actually the non-holographic side. The printed side is a very thin layer, only about as think as paint and that holds the digital information - showing through the 2mm layer of plastic.

Were you rinsing it in cold water? I'd expect hot water to activate the capsule and turn it to suds which would then wash off. Otherwise I have no idea what you can do with it. Get another DVD probably.
