Double Parking

I know it sounds petty, but on our street the road is quite narrow, it's barely 2-way as it is, and because alot of the older couples have caravans, they constantly park their cars on the road and everyone's double parking. (We all have drives to fit at LEAST 2 cars). I wouldn't mind but I only have a old corsa and sometimes I find it difficult to get past to my own house.

Anyway, main reason I'm posting is, does anyone know who to report this to? Would it be the council?

Council would be my first port of call i think, they will tell you if you need to go elsewhere.
Our road is the same and it drives me nuts.
We have had a car towed.

Police, may issue tickets for obstruction, although this will be a low priority.
