On the front community page, there are lots of pictures up on the right. For some reason, there seems to be people on there who aren't online at the moment. Does anyone know why?

Simple: It's not set to limit the selections to just then people who are online.

Anyone who has uploaded a profile pic can have the image visible on the community page at any time. The ''currently online' refers to the number of people rather than the pics.
